Carlos Garcia de Alba

Consul General of Mexico in LA

Carlos García de Alba was born in Guadalajara Jalisco, on June 14th of 1958. He studied at the ‘Universidad Autonoma Metropolitana’, campus Xochimilco, where he obtained his Degree in Economics. In 1982, he accomplished his Masters in Political Science and in 1985 he completed his PhD in Sociology from the University of Rome, in Italy.

A career diplomat, he has been a member of the Mexican Foreign Service since 1987. He was promoted to rank of Ambassador in April of 2006. He was the last Mexican diplomat to be ratified as Ambassador at the Xicontencatl Palace, an historic house of the Mexican Senate.

He served as Executive Director for the Institute for Mexicans Abroad (2009 – 2011) which coordinates numerous programs that the Mexican Government provides for Mexican Nationals that are living abroad. In April of 2011 he was ratified as Ambassador of Mexico to Ireland where he served from June 2011 – June 2016.

He has served as Chargé d’Affaires a.i. as the Representative of Mexico at the Organization of Economic Cooperation and Development, (2006 – 2007), based in Paris, France (2006- 2007). He was Consul General of Mexico in Dallas, Texas (2004 – 2006) and served as Commercial Counselor at the Mexican Embassy in Italy (1989– 1993).

He was appointed as General Director of State Delegations for Mexican Ministry  (1998– 2000), as well as Regional Director of the Western Central Zone which is based in Guadalajara (1995-1998). He also served as Director of Multilateral Affairs of the General Directorate for the Pacific Basin (1993-1995).

 

He served as the Head of the Department for the Nordic countries at the Directorate General for Western Europe (1988-1989), and as Analyst of the General Directorate of Protection and Consular Services and as Adviser to the Permanent Representative of Mexico at the FAO (1983-1986), in Rome, Italy.

 

In other areas of the Federal Government, he served as General Director of International Relations of the Ministry of Public Education (2007-2009). He was appointed Secretary General in the Ministry of Environment and Natural Resources (2000-2003) and as Head of the Department of Labor Policies of the Ministry of Agriculture and Water Resources (1979-1980).

 

He is currently a member of the Reflection Group of Economy and Culture at the Universidad Autonoma Metropolitana. He was also a member of the Advisory Board of the Faculty of Pedagogy at the Panamerican University. He was also a member at the Advisory Board of the Center of Mexico – United States of America at the Texas University, in Dallas . He was a member of the Board of Governors of “El Colegio de Jalisco” (2003 – 2009); also as Co – Chair at the Academic Committee of the Mexico – United States Fulbright – Garcia Robles Commission for Educational and Cultural Exchange; Additionally, he was Secretary General of the Mexican Commission for UNESCO and Chairman of the National History and Geography Section at the Pan American Institute.   

 

He has published many articles mainly focused on five topics: foreign policy, youth, environment, agricultural economy and public administration. During his government trajectory and academic experience, he has given more than 300 conferences and courses on diverse subjects in several countries. He was a member of the Editorial Board of the National Section of the ‘Reforma’ newspaper in Mexico City (2009).

 

Amb. García de Alba was awarded by the Government of the Republic of Argentina as Grand Official of the ‘Orden Del Libertador San Martin’ in October 1999. This is an honor given in recognition of the outstanding work done by a civilian or foreign military in Argentina.

 

He was recognized with the ‘Premio Alcalde de Dublín 2013 – Campeon Digital’, prize awarded in recognition of his work in connecting people and countries, as well as the promotion of potential business opportunities that digital technology offers. He is the first diplomat to receive this award since its inception in 1989.

 

He was awarded with the ‘Reconocimiento honorífico Egresado Distinguido’ by the Alma Mater ‘Universidad Autónoma Metropolitana’, in February 2015, This was awarded for merits in the professional, academic, cultural, humanistic sphere, or for his contribution to the development of the University.

 

Since 2010 he has been Academic Advisor Ad Honorem of the International Book Fair of Guadalajara, and is responsible for the organization of the International Forum on Migration and Development.

 

At present, he is a member of the Board of the Consular Corps Association of Los Angeles, and Co-Chair of the Advisory Group of the Prestigious Pacific Council in Los Angeles and Delegate in the United States of the Prestigious Philharmonic Orchestra of Jalisco.

 

He Speaks English, Italian, French and Spanish, he is in a partnership with an Irish lady Fiona Roche; he has a 28 year old down syndrome son. His hobbies are: reading, traveling, soccer, ping pong, movies and writing short stories.
